What is the Overseas Networks & Expertise (ONE) Pass - and Are You Eligible?

We have all heard about Work Permit, S Pass, Employment Pass, Personalised Employment Pass, EntrePass and may be familiar with them. On 1 January 2023, the Ministry of Manpower (MOM) introduced a new pass for Global Talent, called the Overseas Network & Expertise Pass (ONE Pass). 

ONE Pass is a personalised pass for top talent in all sectors such as business, arts and culture, sports, academia and research. No foreign worker levy or quota is required. The duration of the pass is typically 5 years for first time applications and subsequent renewals subject to meeting at least one of the following criteria and renewal criteria respectively.

• Earned a fixed monthly salary of at least S$30,000* (or its equivalent in foreign currency) for the last 12 consecutive months. If you are an overseas candidate, you must also show that you have been working for an established company overseas for at least 1 year.

• Will earn a fixed monthly salary of at least S$30,000 under their future employer in Singapore.

Tip: Even if you do not meet the salary criterion, you may still qualify if you have outstanding achievements in certain sectors.

* Note: If you drew salaries from more than one employer in the last 12 months, your qualifying fixed monthly salary of at least S$30,000 should come from one employer only.

The key features of the pass include the following:

• Exemption from Complementarity Assessment Framework (COMPASS) and Fair Consideration Framework job advertising requirements

• Flexibility to concurrently start, operate and work for multiple companies at any one time (subject to your employment contract terms, where relevant)

• No need to reapply for a pass if you change jobs

• Availability of passes for eligible family members

• Your spouse will be able to apply to work on a Letter of Consent
